Everywhere on the Internet they write that when replacing a passport, it is necessary to submit with all documents and a military ID, too, but I never had one, and in order to get it I need a passport. But as I learned (from the Internet) that an expired passport is not a document. And so the question arose - how to solve this problem? After all, it turns out some kind of vicious circle: without a military ticket, they will not change the passport, and with an expired passport they will not issue a military ticket.
