Regional legislation on this issue is well developed in the Leningrad region. Thus, the law No. 105-oz “On granting land plots to individual categories of citizens for individual housing construction on the territory of the Leningrad Region free of charge” grants the right to receive a land plot free of charge:

• citizens who are registered in local governments of the Leningrad region as in need of residential premises on the grounds provided for in Article 51 of the Housing Code of the Russian Federation;
• large families as a matter of priority (if they need residential premises - out of turn);
• young professionals no older than 35 years old who work in the region under an employment contract for a term of at least five years (must be recognized as needing residential premises);
• family members of the deceased Hero of the Russian Federation.

For citizens, not counting young professionals applying for land, there is a minimum period of residence (five years) in the region, after which they can exercise such a right.

The Law of the Nizhny Novgorod Region of August 4, 2010 No. 127-Z “On Free Provision of Land Ownership to Individual Categories of Citizens for Individual Housing in the Nizhny Novgorod Region” contains 14 categories of citizens who can exercise the right to receive land from the state. Among them are young and incomplete families with one child or more, orphans, military personnel, whose service life is 10 years or more, veterans of the Second World War, district police officers, citizens suffering from serious chronic diseases.

In Crimea, the law of January 15, 2015 No. 66-ZRK / 2015 gives seven categories of citizens the right to free land:

• veterans and invalids of the Great Patriotic War;
• veterans and disabled veterans;
• citizens recognized as disabled due to the accident at the Chernobyl nuclear power plant;
• rehabilitated citizens recognized as victims of political repression;
• persons raising three or more minor children;
• citizens living in houses recognized as emergency;
• families where each person has less than 10 square meters of living space.

The listed persons should not own the residential premises and / or land for construction. The minimum period of residence in the republic is five years.

In most other regions, the procedure for granting free land plots is established by law only for large families and certain categories of specialists. Due to changes in the RF LC, which entered into force on March 1, 2015, regional legislation in this area will change - at a minimum, it must be brought into line with the updated RF LC. It is also expected that it will be easier to exercise your right to receive a free plot of land. The state is interested in including as much land as possible in economic circulation. However, it is not worth expecting that liquid sites will be allocated free of charge near major cities or near the shoreline of reservoirs. Experience shows that land plots allocated for the most part are located in remote areas and are often not connected to utility networks.
