Hello. I have such a problem: I need to change an expired passport, but there is no military ID and there has never been. Everywhere on the Internet they write that when replacing a passport, it is necessary to submit with all documents and a military ID, too, but I never had one, and in order to get it I need a passport. But as I learned (from the Internet) that an expired passport is not a document. And so the question arose - how to solve this problem? After all, it turns out some kind of vicious circle: without a military ticket, they will not change the passport, and with an expired passport they will not issue a military ticket. At the age of 20, military registration documents are not needed to replace a passport. Requirements to provide credits / certificates from VK are illegal. Failure to present a military ID (for those who have one) is not a refusal to replace a passport. Contact the prosecutor's office immediately. If you did not serve or did not receive a military ID, then you cannot provide it, therefore you do not need it when replacing it.
